ARLINGTON, Texas (AP) — Baseball Commissioner Rob Manfred will make a recommendation to teams ahead of their vote next month on whether the Oakland Athletics should be allowed to move to Las Vegas.Manfred said the sport’s relocation committee met three times this week. He plans a vote when owners meet from Nov. 14-16 in Arlington, Texas.“Once they have a pretty good sense of where they’re headed, I have to consult with the (committee’s) executive council,” he said Friday before the World Series opener. “And then after that consultation, I prepare a recommendation to the clubs and then go back to the executive council for an actual vote on the recommendation that I made. LEWISTON, Maine (AP) — The man wanted in the mass shooting at a bowling alley and bar that killed 18 people and wounded 13 was found dead Friday, bringing an end to a search that put the entire state of Maine on edge for the last two days.Robert Card, who was wanted in connection with the shootings at Schemengees Bar and Grille and at Just-In-Time Recreation bowling alley in Lewiston, was found dead in Lisbon Falls, Maine, Gov. Janet Mills said at a Friday night news conference.Commissioner of Maine Department of Public Safety Mike Sauschuck said Card was found at 7:45 p.m. near the Androscoggin River of an apparent self-inflicted gunshot wound. San Diego warns against unauthorized water notices posted on homes

SAN DIEGO-- The City of San Diego put out a warning for homeowners if they receive a “water update” notice from a private company to be aware.  “At first, like many people, I thought it was official communication from the water company or the city water department, but then I got a little suspicious over it,” said Robert Clark Young, a South Bay resident who received the unauthorized notice. Young is among several neighbors in the South Bay who received the notice on their door this week. The notice reads “WATER UPDATE” and to “PLEASE CALL ASAP” written in English and Spanish. The flyer has a phone number: 877-977-8626, and a company name “Quality Water Testing USA, Inc.”  “So, I googled the phone number on there and it turned out they did the same thing up in Washington State, found a news story from five years ago up there. Prison officer union against needle exchange after B.C. inmate overdose death

AGASSIZ, B.C. — The union representing prison officers says its members are concerned about the safety of staff and inmates over a needle exchange program proposed by the Correctional Service.It says this comes after an inmate at the medium-security Mountain Institution in Agassiz, B.C., died Tuesday from what is believed to be a fentanyl overdose. The union says the Correctional Service of Canada announced last month that a prison needle exchange program would be implemented at the medium-security prison.John Randle, the regional president for the Union of Canadian Correctional Officers, says providing access to needles for inmates to inject their illegal drugs alone in their cells does nothing to curb or treat addictions, and the union is instead advocating for overdose prevention sites in prisons.He says a needle exchange also poses a risk for officers, noting that two officers were exposed to fentanyl while responding to Tuesday’s overdose and one of them had to be given a...
