Denver has signed 12 players in the first 10 days of free agency, including nine newcomers and three defensive returners. There’s plenty of work still to be done this offseason, but with the heavy lifting in free agency likely mostly done, here’s a look at some winners and losers for the Broncos so far.WinnersQB Russell WilsonFinal grades aren’t in just yet and Wilson could still lose a receiver if the Broncos decide to make a trade, but overall it’s hard not to think of him as perhaps the single biggest winner for Denver so far in free agency. Jared Polis and Democratic lawmakers unveiled their sweeping land-use legislation package Wednesday, a first-in-decades reform that would reshape Colorado’s patchwork zoning system in an attempt to address the state’s housing shortages.The legislation — primarily coming from one, 106-page bill — will seek to encourage denser building in key urban areas; to better study and plan to address housing needs; and cut “red tape” and clear the way for property owners to build more units on their land. The bill would direct the state Department of Local Affairs to draft “model” housing codes for cities, though local governments would have the ability to accept minimum standards into their current regulations. One person was stabbed at South El Monte High School Wednesday morning and a suspect is in custody, authorities said.The incident occurred around 10:30 a.m. at the campus at 1001 Durfee Ave., according to the Los Angeles County Sheriff’s Department.The victim was taken to a hospital with injuries that are not believed to be life-threatening. Rain continues Wednesday before skies clear in Southern California

Periods of rain, high winds and mountain snow continued across much of Southern California Wednesday morning, with the National Weather Service forecasting the storm system sticking around throughout the day.  The 71 Freeway was closed in both directions at Valley Boulevard due to a "traffic hazard," according to the California Highway Patrol.
