Expanded background checks will be required for purchases and transfers of handguns and assault-style weapons.A new extreme risk protection order will be available to family and police to petition to take weapons for people deemed dangerous under a new red flag law. A court will decide whether to remove weapons and for how long.Local communities will share $300 million in one-time aid to attract and retain public safety officers. A $2.6 billion infrastructure and capital investment bill was the biggest bipartisan agreement of the legislative session. It came after Republicans refused to put up the votes earlier in the year to approve state borrowing for repairing roads, bridges and government owned buildings.GOP lawmakers agreed to the bill after Democrats said they would send another $300 million in emergency funding to nursing homes.The capital investment bill includes $1.5 billion in state borrowing for repairs and maintenance and about $1.1 billion in cash from the $17.5 billion budget surplus. MARYLAND HEIGHTS, Mo. -- A woman is under arrest after driving into oncoming traffic to avoid officers Monday. Among the felony charges that Desirea Thompson, 37, faces are resisting arrest, leaving the scene of an accident, and property damage.Police saw a 2013 gray Ford Fusion going south on McKelvey Road in Maryland Heights Monday with no license plates. The driver unsuccessfully tried to duck into a driveway to avoid the patrolling officer. $400,000 in watches stolen in St. Louis jewelry heist The car then swerved in and out of traffic in an attempt to ditch the officers. Man arrested in murder of Indiana man at Downtown St. Louis hotel

ST. LOUIS - Police have arrested a man accused in the shooting death of an Indiana man at a Downtown St. Louis hotel last weekend. Prosecutors have charged Arthur Ross Jr., 20, with first-degree murder and armed criminal action in the investigation. $400,000 in watches stolen in St. Louis jewelry heist The shooting happened around 2:30 p.m. Sunday at the America's Best Value Inn in the 1100 block of Lumiere Place. When police arrived to the scene, they found the victim lying in a stairwell after he was shot in the chest. The victim, identified as 27-year-old Kevin Anderson from Indianapolis, Indiana, was rushed to a hospital, but died from his injuries. Investigators believe the shooting happened after a confrontation between Anderson and Ross, though it's unclear what exactly led up to it. Ross is jailed in St. Louis City without bond, per Missouri court records.
