The California Legislature is beginning its summer recess having passed the latest state budget. The $310 billion plan reflects our values, dedicating spending to getting homeless people off the street, supporting schools, keeping public transit afloat and treating mental illness. As a member of the state Senate’s Democratic majority, I voted for all of those things.But as many Californians know, we’ve already spent billions of dollars on the same problems — with very little to show for it.Our failures are evidence that good intentions and lots of money are not enough to fix what ails the Golden State. Red tape has become an unwitting accomplice to climate change.Too often, clean energy projects needed to end our carbon dependence and protect our environment become bogged down by permitting and legal quagmires.This must end.This week, Gov. SWANTON — A 51-year-old San Carlos man continued to face recovery Monday after driving off a coastal Highway 1 cliff Friday afternoon.The California Highway Patrol is investigating the crash, which took place around 1:30 p.m., near Scott Creek Beach and south of Swanton Road. In a media release Sunday, the CHP said that the driver, alone in his vehicle, was traveling westbound on Highway 1 in a 2023 Kia Forte “when, for undetermined reasons, the driver allowed the Kia to travel off the roadway and down a steep cliff.”After overturning multiple times, the Kia came to rest on the beach, partially submerged in the ocean, according to the CHP. A man prosecutors said sexually assaulted several victims in Prince William County, Virginia, including two who were younger than 10 years old, will spend more than 90 years in prison.Prince William County Commonwealth’s Attorney Amy Ashworth said Billy Riggs, 40, was sentenced on Friday for assaulting four minors between July 2011 and December 2013.“[These] children will forever [be] impacted by his actions,” Ashworth said in a statement. “While we cannot undo the harm that he has done, we can certainly ensure that Billy Riggs does not harm any other children for the rest of his life.”Officials began investigations into Riggs when an assault involving a child between 4 and 6 years old was reported in the area of Triangle. The results exceeded Wall Street expectations.The real estate investment trust, based in San Francisco, said it had funds from operations of $1.74 billion, or $1.83 per share, in the period.The average estimate of nine analysts surveyed by Zacks Investment Research was for funds from operations of $1.68 per share.Funds from operations is a closely watched measure in the REIT industry. It takes net income and adds back items such as depreciation and amortization.The company said it had net income of $1.21 billion, or $1.31 per share.The industrial real estate developer, based in San Francisco, posted revenue of $2.45 billion in the period.
